Joyce Y. Man is an Associate Professor of Public Finance and Policy Analysis at the School of Public and Environmental Affairs at Indiana University. She received her Ph.D. degree in economics from the Johns Hopkins University in 1993. Her teaching and research interests focus on public finance, urban and regional economics, economic development, and international economics. Her work includes studies of the property tax and sales tax, infrastructure investment and financing, intergovernmental relations, urban, regional and international economic development policies.
Professor Man has been lead or co-principal investigator or a major contributor of a number of research projects funded by Lilly Endowment research grants, Indiana State Board of Tax Commissioners or Transportation Research Board, National Research Council. She has contributed articles to journals including Public Finance Review, Journal of Urban Economics, National Tax Journal, Public Budgeting and Finance, and Urban Studies.
